DEP Approves Air Quality Permit for Center Township Project

The Pennsylvania Department of Environmental Protection has granted the long-awaited Air Quality Permit for the Center Township redevelopment project—an achievement anchored in nearly half a century of industrial history and more than a decade of coordinated planning. The site, once home to legacy manufacturing and energy-related operations that shaped Center Township’s tax base and workforce for generations, had gradually declined into an underutilized footprint as older industries shuttered or shifted production. Beginning in the early 2010s, the Indiana County Center for Economic Operations, Indiana County Office of Planning & Development, and township officials undertook a series of environmental reviews, transportation analyses, and infrastructure mapping exercises to understand both the site’s challenges and its potential. Those studies—coupled with corridor improvements along Routes 119 and 286, the county’s push for modern utility upgrades, and statewide interest in repurposing former industrial properties—laid the groundwork for a comprehensive redevelopment strategy that could attract advanced manufacturing, energy transition technologies, and other clean industrial users. The DEP’s approval confirms that the proposed operations meet stringent emissions and environmental-protection standards, addressing long-standing concerns about air quality impacts tied to previous uses. More importantly, it represents a pivotal step in restoring productive life to a property that once powered local employment. With this regulatory hurdle cleared, project partners can now advance detailed engineering, finalize infrastructure layouts, and prepare for construction—bringing Center Township closer to realizing a revitalized economic anchor that honors its industrial roots while embracing a cleaner, more competitive future.
